衆議院予算委員会の集中審議で、安倍総理大臣は、他国が日本をミサイル攻撃した場合に、
自衛隊がその国の基地などを攻撃できる能力、いわゆる「敵基地攻撃能力」について、現時点で保有する考えはないとしたうえで、
国際情勢の変化に応じて検討を進めていくべきだという考えを示しました。

この中で安倍総理大臣は、自衛隊の「敵基地攻撃能力」について、

　中国の荒々しい反発で日本の輸出は大きな打撃を受けている。 昨年12月日本の対中国輸出は前年対比で15.8%減った。 自動車販売は半分以下に墜落した。 9月から4ヶ月間、輸出額は前年同期に比べて5120億円減少した。 安倍晋三総理はこれについて「目の前の利益にこだわってはならない」と言い切った。

　彼が標ぼうした‘価値観外交’はロナルド・レーガン前米国大統領が冷戦時代にソ連との対決を露骨化しながら前面に掲げた外交方針を思い出させる。 ‘民主主義と基本的人権’という価値は明確に中国との対決を狙ったものだ。 経済的損失を甘受しつつ、中国との軍事的・外交的対決を通じて日本保守政治勢力が狙うものは何だろうか?

　中国軍部が好戦的な態度を見せてはいるものの、中国は尖閣列島問題を再び封印しようという見解を色々な経路で明らかにしている。 1972年中-日国交正常化の時、鄧小平が‘後代の知恵に任せよう’と言ったように、領有権葛藤があることを認め対話で問題を解決しようということだ。 経済成長が緊要であり、国内問題を解決することにエネルギーを集中しなければならない中国が、米国や日本との関係を深刻な緊張に引っ張っていく理由は殆どない。 だが中国の見解に同調する日本の政治家たちは袋叩きにされている。 鳩山由紀夫前総理は「逆賊」という声まで浴びせられた。

　日本防衛省は中国艦船が去る1月に尖閣列島周辺公海上で日本艦船とヘリコプターに対して射撃前に標的の位置と速度などを確認するレーダー電波を放ったと5日発表した。 日本マスコミはこれを大見出しで報道しながら、中国が緊張を高めているという日本政府の見解を伝えた。 <朝日新聞>は日本政府がこのような軍事的動きを発表したことを‘異例的’と報道した。 日本はこの日、内閣官房に‘領土・主権対策企画調整室’を新設した。 独島(ドクト)を含め領土問題を専門担当する中央政府組織だ。

　日本が‘平和憲法’のくびきから抜け出し、軍隊を保有し、戦争ができる国になることは、安倍総理の母方の祖父である岸信介前総理の希望だった。 二回目の総理職に上がった安倍は着実にその道を進んでいる。
尖閣列島を巡る葛藤は安倍に大変良い機会になっている。 7月の参議院選挙で勝利すれば、憲法改正に向かっての一歩さらに進めるだろう。 侵略戦争を反省してきた歴史を覆すだろう。 その次は、北韓核などを口実に日本が核武装の道に進まないという保障はない。

　日本の保守勢力は膨張する中国に対抗して韓国も日本と手を握らなければならないと言っている。 経済的に非常に緊密で、北核問題および統一のために中国の協力が切実に必要な韓国の境遇を無視した発想だ。
日本の侵略戦争に痛恨の記憶と歴史を持つ韓国人の心を彼らは推し量ることができない。 中-日関係だけでなく、韓-日関係も今非常に危険な道に入り込んでいる。
