ラジオ・フランス・アンテルナショナル（RFI）中国語版サイトが伝えた。

両会が開かれている北京では、大気汚染に加えて黄砂にも見舞われており、最も深刻な地域では視界が100メートル以下しかない。
市民は外出時にはマスクを着用し、政府は市民に外出を控えるよう呼びかけている。

人民政治協商会議の賀同新（ホー・トンシン）代表委員はグループ討論の際に、
「大気汚染によって人材や投資が北京から流出する恐れがある」と話題に取り上げ、
「北京のような首都は世界に例がない。大気汚染が長期に解決できないならば、遷都は冗談ではなくなる」と指摘した。

台湾の中央通信社は、賀代表委員の提案が中国のネットユーザーの間で話題を呼んでいると報じた。
「北京は住むのにふさわしくなくなった」
「市内中心部は濃霧が立ち込めているようで、スモッグがひどすぎる」など、大気汚染の深刻さを訴える声も多い。

中国の遷都論は過去にも何度か話題になったことがある。
1980年代には、首都経貿大学の汪平（ワン・ピン）教授が「北京には国の資源が集中しすぎており、これを打破するため」と遷都論を提唱した。

また、06年3月の両会時には北京が黄砂に見舞われ、400人以上の代表委員が連名で遷都について提案した。
その後間もなく、北京理工大学の胡星斗（フー・シンドウ）教授ら有名な学者がネット上で「遷都建議書」を発表。

削除された動画は、元文科相で現在は日本維新の会所属の中山成彬議員が2013年3月8日の衆院予算委員会で質問に立った場面だ。

■慰安婦連行に否定的な国会質問で波紋
中山氏は、1時間の持ち時間内で、新聞報道を元に従軍慰安婦問題にも切り込んだ。
旧日本軍の関与を示す資料が見つかったと大きく報じた日本の新聞記事をパネル上に示し、それはよく読むと、悪徳業者が募集に関与していると注意を呼びかける通達だったと主張した。また、朝鮮の議員の8割以上が現地の人であるとの記事も示して、「官憲の強制連行は考えられないのでは」と唱えたのだ。

この主張は、ネット右翼などの支持を集め、2ちゃんでは、スレッドが次々に立つ祭り状態になっている。

ユーチューブには、NHKの中継を録画した動画が投稿され、アクセスを集めた。
ところが、その動画がNHKによる著作権侵害の申し立てにより削除され、2ちゃんなどでは、国会中継の動画でもそうなるのかと波紋が広がった。

確かに、衆議院公式ホームページの中継サイトでも録画は見られるが、
「こんな公共放送で大丈夫か？」
「知る権利より著作権が優先されるんだ」との不満が相次いでいる。
内容が慰安婦問題だっただけに、どこかの団体から要請があったのではないかといった憶測まで出ている状態だ。

2ちゃんスレでは、著作権法上も国会中継動画の削除はおかしいのではないかという指摘があった。
第10条の2では、事実の伝達に過ぎない雑報や時事報道は著作物に該当しないとあり、また、第40条では、政治演説はいずれの方法でも利用できるとされているからだ。

こうした点について、立教大学の上野達弘教授（著作権法）は次のように解説する。

■NHK「これまでも削除を要請しています」
「10条にある『雑報』とは、10～20文字ほどの短い死亡記事などをイメージしています。国会中継は長い時間にわたって撮影していますから、それを適用するのは難しいでしょう。また、40条では、確かに、政治演説は広く知られた方がよいということから、自由に利用できることになっています。しかし、それは演説している人の著作権が制約されるということであって、NHKは演説している本人ではなく別の人格になります。とすると、NHKは著作権を主張できることにもなるわけです」

つまり、国会中継を無断で投稿すれば、著作権侵害になる恐れがあるということだ。

ただ、上野達弘教授は、法的には難しいものの、ドラマや音楽番組とは違い、国会中継は広く国民に知られた方がいいという主張ももっともだとする。

「ユーチューブに投稿した人はそれで大きな利益を得るわけではないですし、NHKにしても収入が減ることにはなりません。今回は、公共性が高い国会中継ですので、自由に使わせてもいいのではというのも分かります。投稿でかえって音楽が売れたこともあるわけですし、ネットに上がったコンテンツをどうするかは、将来の課題になるでしょうね」

NHKの広報局では、取材に対し、「放送した映像が無断でアップされているのを見つけたり、指摘を受けたりした場合、国会中継に限らず削除を要請しています」と説明した。国会中継については、
「これまでも削除を要請しており、実際に削除されています」とした。

2ちゃんでは、過去のケースとして、自民党の西田昌司議員が2011年11月15日の参院予算委員会で質問した中継動画が、NHKの著作権侵害申し立てで削除されたことが挙げられている。
しかし、国会中継が削除されるのはまれではないか、と依然として疑念がくすぶっているようだ。

　水産庁九州漁業調整事務所は、
日本の排他的経済水域（ＥＥＺ）で操業し、
漁獲高を偽って操業日誌に記載したとして漁業主権法違反（操業日誌不実記載）の現行犯で、
韓国はえ縄漁船「３デグァン」を拿捕し、船長金成燦容疑者（４３）を逮捕した。

　逮捕容疑は１日午前０時～１１日正午までの間、
長崎県五島市の大瀬埼灯台の西約７２キロ付近のＥＥＺ内で操業し、
タチウオ１９０９キロを捕獲したのに、９１０キロと少なく記載したとしている。

　同事務所によると、金容疑者が容疑を認め、担保金を支払うとの保証書を提出したため、１２日に釈放した。

中国海軍艦艇によるレーダー照射事件が明るみになって以来、週刊誌には物騒な見出しが毎号のように踊る――
「中国人9割は『日本と戦争』『東京空爆』」（週刊新潮）「日中開戦『狙いは首都・東京』習近平の中国は本気だ」（週刊現代）。

これを見て、記事を手に取って愛国心や危機感を募らせる人、 無関心を決め込む人、その反応はそれぞれだろう。
しかし、中国在住の日本人には、センセーショナリズムに走るこうした日本の中国報道に、命の危険すら感じている者も少なくない。

上海市で自営業を営むNさんは言う。
「軽々しく開戦なんて言わないでほしい。戦争が起きたら、間違いなく私たちが最初の犠牲者になるでしょうからね」

日本のマスコミの「日中開戦」報道は、中国でも反響を呼んでいる。
東莞市在住のある日本人駐在員Mさんはこう話す。

「中国版ツイッターの『微博』では、日本の週刊誌が翻訳されてすぐ出回る。中国メディアも開戦を煽る記事を引用し、すぐに配信する。中国人もこうした報道を見ていることをわかってほしい」

メディアのミスリードによって戦争が勃発した例は、歴史的に枚挙に暇がない。
中国事情に詳しいジャーナリストの富坂聰氏は言う。

「太平洋戦争で日本のマスコミは欧米からの侵略の危機を煽り、政府の弱腰を批判しました。結果、軍部の暴走を後押しすることとなった。中国では今、それと同じことが起き得る状況にある。
レーダー照射が現場の暴走だったことを見てもわかるとおり、人民解放軍は統制が取れていない。中央政府は戦争を望んでいないが、日中メディアの商業ジャーナリズムによって、最悪の事態に陥ることは否定できません」

もちろん、中国の軍事力の脅威や、尖閣問題に関する中国側の歪んだ主張について、警鐘を鳴らすことはメディアの役割だ。
しかし度を越したセンセーショナリズムに偏った報道は、その代償を考える責任があるだろう。

中国には現在14万931人の在留邦人がいる（外務省・平成24年速報版）。
しかし、この数字は在留届の受理数に過ぎない。
複数の在中邦人の証言によると、届出していない人や長期滞在者などを合わせると、40万規模の邦人がいるというのだ。

「中国は戦争を望んでいる」というような報道もあるが、それは絶対にない。ただ、挑発に弱いのは中国や中国人の弱点。冷静さを欠いた愚かな選択をさせないために、面白半分の報道は慎むべき（35歳・不動産会社経営）

実利実害のない立場の人は、威勢のいいことを言ってもかまわないだろうが、家族とともに中国に住んでいる人の身にもなってほしい。子供が学校で虐められるようなことがないか心配しています（36歳・調査会社経営）

ネトウヨだけが喜ぶ開戦報道で、国を出て働く我々の肩身が狭くなるのは理不尽（35歳・編集）

などなど。開戦を煽るメディアはこれらの人々の声を、在中の40万人にものぼる日本人の命をどう考えているのだろうか。
