韓国の中小自営業者などが加盟する民間団体が１日、日本製品の不買運動を始めた。

韓国の貿易依存度は世界でも飛び抜けて高く、自動車、電機などの輸出産業頼りの構造。
液晶テレビでパナソニック、シャープなどの日本メーカーを追い抜き、一時は勢いづいた韓国だが、
ウォン高に苦しむ現状、貿易相手国との摩擦は好ましくないはずだ。

過激なナショナリズムがマイナス効果になるという考えがなぜ浮かばないのか、理解に苦しむ。

■貿易依存が高い国、不利にならないか？

韓国は国内市場が小さく、輸出で経済を支える貿易国だ。

輸出と輸入の合計（貿易額）が、国内総生産（ＧＤＰ）のどの程度に該当するかを見る「貿易依存度」という指標がある。
外務省の経済リポートによると、２０１１年の韓国の貿易依存度は９６・７％にも上る。

総務省の統計情報では、２０１０年の日本、米国は２０％台、中国は５０％台で、韓国が突出していることが分かる。

国内市場が薄く、貿易で外国に依存する国が経済を安定させようとすると、
貿易相手国との関係は良好に保たなければならないはずだ。

だが、国内市場が成長していない韓国からすれば、不買運動が経済に悪影響を与えることは必至。
セオリー無視としか考えられない。

昨年の沖縄県・尖閣諸島をめぐり関係が悪化した中国を見れば、あつれきの後遺症は深刻だ。

中国商務省発表の日本の対中直接投資は減速し、今年１月は前年同月比２０・０％減と急ブレーキ。
マイナスの影響を及ぼしている。

■アベノミクス反発も理由か

加えて韓国ではアベノミクスが非難の的となっている。

韓国メディアが昨年１２月、ウォン高基調の理由として、欧州経済の停滞に加え「『安倍リスク』が重なった」と報じた。
標的は安倍政権の金融緩和策を受け、昨年末から進行している円安だ。

ウォンが高くなり、円が安くなるという為替は、海外市場での韓国の輸出品が高くなり、
日本の輸出品が安くなることを意味する。

ヒュンダイ、サムスン電子など、韓国の自動車や電機メーカー勢は輸出が主力で、これまでウォン安の恩恵を受けてきた。
日本企業と海外市場で競合する以上、外為市場の動向に冷や冷やしているところだろう。

と題した記事を掲載した。2日付で環球網が伝えた。以下はその要約。

中国のネット上には、毎週のように公衆の面前で排泄する子供の写真が公開されている。
当然のごとく、その子供の両親や祖父母に対する非難が殺到しているが、こうした行為はなぜなくならないのか？

多くの場合は子供だが、大人の排泄行為を目撃することも。
中国の農村部では「青空トイレ（屋根のないトイレ）」が今でも多い。
北京などの大都市の公衆トイレは、北京五輪を機に大きく改善したが、その他の都市の公衆トイレは惨たんたる状況だ。
中国では昔から公衆トイレの数が圧倒的に足りない。しかも紙おむつは普及していない。
トイレが見つからなければ、親はその場で子供に排便・排尿をさせるしかないのだ。
子供に股割れパンツ（すぐに排泄できるよう、股の部分が初めから開いているパンツ）を履かせているのはそのためだ。

中国の中産階級には紙おむつを買う経済能力はあるのだが、実際には股割れパンツを履かせている。
もし子供たちの面倒をみているのが親でなく、祖父母たちならば、ところかまわず子供に排泄させるのはさらに当然のこと。
なぜなら彼らがそうして育てられたからだ。
「どこでもトイレ」が当たり前の子供は、大人になっても人前での排泄が平気でできる。つまり、親の教育が問題なのだ。

中国は今変化の途中にある。都市部のミドルクラス以上の人々が公衆での排泄行為を非難しているが、

　春闘を舞台に麻生太郎副総理兼財務相が民主党最大の支持団体、日本労働組合総連合会（連合）に対する攻勢を強めている。
賃上げが進まない現状を連合の努力不足とみて、その責任に言及し、
自ら労組の代わりとして経団連と交渉する姿をアピールしている。
先の衆院選で民主党が大敗し求心力が低下した連合に「無能」のレッテルを貼り、
賃上げを政権の手柄とすることで、夏の参院選を有利に進めたい思惑があるようだ。

　麻生氏は１日、経団連の米倉弘昌会長と都内で会談し、安倍政権が掲げるデフレ脱却に向け、一時金や賞与の引き上げを要請した。
席上、「連合に代わって給料を上げてもらう交渉をしている。この１０年間労働分配率は下がり、物価以上に給与が下がった。
企業の一番上の方々に決断していただく」と意気込み、連合を牽制してみせた。

　麻生氏は２月２０日の参院予算委員会でも「連合はきっと賃上げを一生懸命やっていたんでしょう」と持ち上げた直後に
「この３年間、（賃上げは）あまり聞いたことはない」と嫌みたっぷりに述べた。

　麻生氏が連合への批判を強める背景には、民主党政権下の労使交渉で存在感を発揮できなかった労組をやり玉にあげることで、
同党の支持基盤を揺るがそうとする意図が見て取れる。

　一方、春闘が見せ場のはずの連合は「労働条件を含め労使交渉を一生懸命やってきた。心外だ」（幹部）と麻生氏の発言に不快感を示すものの、自ら掲げる政策実現のため与党に働きかけを強めなければならない状況に追い込まれている。

　連合は１月、公明党と政策協議を適宜実施することで合意した。

雪を払いのけると、同町の漁師、岡田幹男さん（５３）が小学３年の長女夏音（なつね）さん（９）を両手で抱きかかえながら、うつぶせに倒れているのが見つかり、その胸の下にスキーウエア姿の夏音さんが泣きながら震えていた。
岡田さんは風が吹いていた北側に背を向けていたといい、夏音さんは低体温症ながら命に別条はなかったが、岡田さんは搬送先の病院で凍死が確認された。

　同署によると、岡田さんは２日午後に夏音さんと一緒に知人宅に向かったが、同４時ごろ、携帯電話で
　「車が雪にはまり動けない。車を捨てて歩いて行く」と連絡があった。その後、連絡が取れなくなった。
　車は同９時半ごろ、自宅から約１．５キロ西の道路脇の雪山に突っ込んだ状態で発見され、そこから約３００メートル先の倉庫の前で２人は見つかった。
倉庫の５０メートル先には民家があったが、吹雪で気づかなかったとみられる。

　知人らによると、岡田さんは２年前に妻を亡くし、夏音さんと２人暮らし。
近所の男性（５１）は「一人娘をとにかく可愛がっていた。守りたい一心だったのでは」と話す。

厳しい寒さと降雪が続く東北地方で、除雪作業が追いつかず、市民生活に影響が出ている。

気温が低く雪が解けないため、積雪量は増すばかりで、各自治体は軒並み、除雪費の補正予算を組む事態となった。
事業仕分けで予算が１割削減された国土交通省の東北地方整備局も２５日、「国道の除雪費は３月上旬にも資金ショートしかねない」との危機感を示した。

「歩道の雪が人の背丈ほどになり、通学の子供が車道を歩かざるを得ない」。
青森市にはそんな苦情が届いている。
同市では市街地の積雪が２３日に今季最高の１メートル３０となり、２４日、「平成１８年豪雪」以来５年ぶりに豪雪対策本部を設置した。
市から委託された業者のロータリー車がフル稼働しても除雪が間に合わず、市民の苦情・相談は１月だけで前年同期の２倍の４２２２件（２４日現在）に。
水道管の凍結・破裂も１月は同２・６倍の３０７件（２３日同）に上った。

除雪費が足りなくなった青森県弘前市は３億円を増額補正したが、「寒さが続けば、さらなる追加予算もあり得る」と困惑する。

秋田市も除雪費を１２日に４億円、２５日に５億円追加する専決処分を行った。
市民からは「除雪に来てほしい」
「除雪後も雪が残っている」といった苦情などが約１０００件寄せられている。
