　北朝鮮が２月１２日に強行した３回目の核実験は核弾頭を小型化、軽量化して弾道ミサイルへの装着を可能にする目的であることは北朝鮮当局も言明していた。　
小型化が成功した場合、どのミサイルの弾頭とするのかは、北朝鮮当局が米国本土への核攻撃の威嚇を再三、強調していたため、
北から唯一、米本土に届くとされる長距離弾道ミサイル「テポドン２号」ではないかと観測されてきた。

　しかし米国議会調査局で長年、朝鮮半島研究を専門とし現在は戦略国際問題研究所（ＣＳＩＳ）研究員のラリー・ニクシュ氏は産経新聞との会見で
「北朝鮮がこれまでの３回の核実験で目指しているのは、
核弾頭を小型化して『ノドン』の弾頭として装着することだという見解がオバマ政権内を含む米側専門家らの間で一致した結論として定着した」ことを明らかにした。

　ノドンは北朝鮮が１９９０年代から保有する準中距離弾道ミサイル（ＭＲＢＭ）で射程は約１３００キロ。

　韓国や日本全土、沖縄の米軍基地も射程に収める。
現在は２００基ほど保有して日本国内の中枢都市や米軍基地などを標的にするとされる。

　ニクシュ氏はノドン装備計画の根拠として

（１）ノドンの技術を北と全面的に共有するイランのミサイル「シャハブ３」開発の最高責任技術者が今回の北の核実験に立ち会い、
ノドンへの核弾頭装着に協力したことが米国当局の情報でも確認された

（２）北朝鮮がパキスタンのノドン型の「ガウリ」ミサイルへの核弾頭装着を実現させたカーン博士の技術を全面継承し、今回の実験でも使用していることが確実となった

３）北朝鮮がノドンよりも射程の長いテポドン２や中距離弾道ミサイル（ＩＲＢＭ）のムスダンへの核弾頭に適するだけの小型化、軽量化に取り組んでいる形跡が皆無である

ニクシュ氏は今回の北朝鮮の核実験には高濃縮ウランが使用されたとも明言した。

彼女が言う「漢江の奇跡」は、かつて父親の朴正煕（パク・チョンヒ）元大統領政権下で達成した驚異的な経済成長だが、
発展したのは（まさに漢江のある）ソウル近郊だけだった。
私のイメージでは、韓国全土への均衡のある経済発展ではなかった。

就任式では韓国全土を対象とした、より適切な表現を選んだ方がよかったのではないかと思う。
父親のことをひたすら表に出さないで選挙戦を戦ってきた人だけに、少し奇異な感じがした。
また、彼女の語る政策によって、韓国経済が大きく発展するとは私には思えない。

少数の財閥だけが繁栄して日本のように中小企業が育っていない脆弱な産業基盤をどう強化するのか、
アメリカのようにソフト産業をどのように育てるのか分かっているのだろうか、と思わざるを得ない演説であった。

一方、日本との関係については微妙な言い方をしていた。
日本の植民地支配に抵抗した「３・１独立運動」の記念式典での演説では、
「加害者と被害者という歴史的立場は１０００年の歴史が流れても変えることはできない」と述べたのだ。

たとえば、ドイツとフランスは加害者と被害者の立場が何回も入れ替わり、フランス北東部のドイツ国境に近いアルザス・ロレーヌ地方は、
あるときはフランスの領土になり、あるときはドイツになった。
しかし、１０００年経っても謝罪しなければいけない、なんてことは言い合わないし、
現実にはＥＵという共同体の中で、今ではわだかまりを感じさせない友好国となっている。

日本を１０００年にもわたって“加害者”と呼ぶこと自体、常軌を逸した表現であるし、それを等閑視している日本政府の態度にも問題がある。
この脈絡で考えたら、メキシコは米国に対し、「カリフォルニアやテキサスを奪いやがって、このヤロー」と、いつまでも怒り続けなければならない。

　伸び続けていた韓国食品の対日輸出が、円安や反韓流の影響などで急低下していることが分かった。
８日付の朝鮮日報が伝えている。

　韓国農水産食品流通公社によると、今年１－２月の対日農産物・食品輸出は前年同期８．８％減の３億２７１０万ドル。
問題なのは輸出減少が一時的な現象ではないことで、韓国の対日食品輸出は０９年に前年比９．９％増、
１０年１９．１％増、１１年２６．１％増と大きく増えてきたが、１２年は０．６％増と急低下した。

　韓国の食品業界は低下の理由について、昨夏以降に日本の極右勢力が韓国食品を売る韓国人街で騒ぎを起こしたりしたため販促イベントなどの企画が難しくなるなど、日本国内での反韓流ムードが影響を与えたと分析しているという。

　また、朝鮮日報は日本の極右政治家が韓国を刺激する発言を行い、
李明博（イ・ミョンバク）大統領が竹島を訪問し日韓関係が悪化し始めた時期と重なると指摘。
円安が韓国製品の価格競争力を押し下げたことと合わせて、食品輸出が鈍ったとする。
