この展開はこれまでの日米関係の常識では想像もできなかった事態である。
今まで日本の核武装論については前ブッシュ政権の国務次官だったジョン・ボルトン氏が大手新聞への個人としての寄稿論文で言及したことにとどまっていた。
ところがその直後の3月7日、今度は立法府の最高機関の上院の、しかも外交委員会という国政の大舞台で論議したのである。
この舞台は上院外交委員会全体が開いた「米国の対北朝鮮政策」と題する公聴会だった。
「日本の核武装」というテーマが再三再四、論じられたのである。

その論議の趣旨を総括すると、以下のようになる。

　「米国は北朝鮮の核武装、特に核弾頭の長距離弾道ミサイルへの装備をなんとしてでも防ぐべきだ。
だがこれまでの交渉も対話も圧力も制裁も効果がなかった。
いまや北朝鮮の核武装を実際に非軍事的な手段で阻止できる力を持つのは中国だけである。

　その中国がいま最も恐れるのは日本の核武装だ。

だから日本の核武装というシナリオを中国に提示すれば、
中国は北朝鮮の核武装を真剣になって止めるだろう。」

事態が深刻になる中で、北朝鮮の核武装への阻止の手段、あるいは抑止の手段として日本の核武装という想定だ。
北朝鮮の核兵器開発は米国にも東アジアにも、そして日米関係にもそれほど巨大なインパクトを投げ始めたということでもある。

ニュージャージー州ペリセイズパーク市に続き、バーゲン郡を代表するハッケンサック市に郡政府が慰安婦の碑を建立したという話を聞いて２カ所を訪問したという。
日本女性として慰安婦の歴史に責任を感じるという彼女は
「日本には慰安婦の歴史を書いた教科書も学ぶ機会もなく、慰安婦の存在についてよく分からない人が多い」とした。

この女性資料館は、第２次世界大戦中に強制された女性人権侵害の告発と女性人権の保護のために２００５年設立された。
資料館には日本の従軍慰安婦の実状を知らせる展示館も併設されている。
これらによると日本は２２カ国にいわゆる“慰安所”を置いて慰安婦を強制動員した。

渡辺氏は「日本政府は被害者に公式謝罪しなければならない」として

「１４世紀に略奪された」と主張している韓国中部・瑞山(ソサン)の浮石寺の円牛僧侶（４５）らが１４日、対馬市を訪れた。

観音寺側には事前に連絡などをしておらず、面会は実現しなかった。
記者会見した円牛僧侶は「寺同士が話し合うことで、円満に解決したい」と語った。
円牛僧侶らは同日午前、韓国から高速船で到着。普段は無人の観音寺の門前で読経するなどした後、同市のホテルで記者会見した。

円牛僧侶は「訪問は、盗難被害で苦しんでいる（日本側の）関係者の心を慰めるのが目的」と語り、持参した別の仏像や浮石寺のマスコット人形については、
「菩薩坐像の代わりではなく、心を込めた贈り物だ」と説明した。
また、菩薩坐像について、かつて日本側に盗まれたとの認識を示し、
「両国で力を合わせ、由来をはっきりさせることが大切だ」と主張。
１５日まで対馬市に滞在するが、今回は観音寺側との面会を断念する考えを示した。

　一方、観音寺の田中節竜(せつりょう)住職（３７）は読売新聞の取材に対し、「盗まれた悲しみが理解できるのであれば、早く仏像を返してほしい」と語った。

　陳容疑者を知る別の水産会社の経営者の男性（６０）によると、陳容疑者は昨年５月に来日し、同市内の別会社での勤務を経て、同年９月ごろから川口水産で働き始めた。
沖に出て養殖いかだのカキを採り、水産所へ持ち帰る作業を担当。
仕事は休まず勤務態度は真面目だったという。

　一方で、日本語は不得手で、同僚たちとはあまりなじめていなかったとみられる。
男性は「質素な身なりでぜいたくもしなかったが、自分たちが食事に誘っても断ることが多く、協調性がなかった」と話す。

　また、殺害された川口さんから仕事をめぐって注意されることが多く、そのたびに「社長は人使いが荒い」などとこぼしていた。
川口さんも周囲に「（陳容疑者を）きつく叱ってしまった」ともらすなど、陳容疑者への接し方や仕事ぶりに悩んでいたという。

　陳容疑者から相談を受けていた中国人実習生の男性（３０）によると、陳容疑者は昨年末ごろからしきりに
　「中国へ帰りたくて一人で泣いている」などと嘆いたり、中国で暮らす妻子や母親を案じたりすることが多くなったという。

　知人女性は「思うように言葉が通じない環境でストレスを抱えていたのだろう。だが、無防備な仲間を凶器で襲うなんて許せない」と怒りをあらわにした。

　政府は１５日の閣議で、国際結婚が破綻した際の子どもの扱いを定めた「ハーグ条約」の加盟に向けた承認案と関連法案を決定しました。
ハーグ条約に関する法案は、国際結婚が破綻して相手の承認を得ずに子どもを日本に連れ帰ってきた親が、
もう一方の親から子どもを返すよう求められた場合、子どもをそれまでいた国に戻す手続きを定めたものです。
この中には、家庭裁判所の命令に従わずに親が子どもを引き渡さない場合には、
裁判所の執行官が子どもを親から強制的に引き離すことなども盛り込まれています。

一方で、子どもが日本に来て１年がたち、新しい環境に適応している場合や、
子どもがもう一方の親から暴力を受けるおそれがある場合などは、子どもの引き渡しを拒否できるとしています。

　このほか、ハーグ条約に関する裁判などは、東京と大阪の家庭裁判所のみで行われ、審理は非公開にするとしています。
ハーグ条約については、去年、野田内閣が同様の関連法案などを国会に提出したものの衆議院の解散・総選挙に伴って廃案となったことから、政府は、１５日の閣議で改めて承認案と関連法案を決定し、
１５日中に国会に提出します。

　政府は、アメリカのオバマ政権が日本の早期加盟を求めていることも踏まえ、今の国会で条約の承認と法案の成立を目指す方針です。
