政府は２５日、平成２５年度予算案の防衛関係費に関し、防衛省や自民党が今年度の４兆６４５３億円から約１２００億円の上積みを目指していた伸び幅を約４００億円に圧縮する方針を固めた。
２９日の閣議決定に向けた財務、防衛両省の調整で大筋合意した。防衛省は沖縄県・尖閣諸島周辺での中国の活動に対処するため大幅定員増を求めたが、財務省が難色を示した。

防衛省は自衛隊の定員充足率を高めるため、陸海空で「１万８千人の増員が必要」（同省筋）としてきたが、財務省は国家公務員全体の定員削減方針をもとに大幅増を認めず、計３００人弱の増員にとどまる見通しとなった。
財務省はさらに、尖閣諸島を含む「南西重視」の戦略をもとに、航空機の能力向上や艦艇の整備など、空自や海自の予算拡充は認めたが、陸自に関しては火力戦闘車開発費の圧縮などで予算削減を求めている。

小野寺五典防衛相は２７日に予定される麻生太郎財務相との閣僚折衝で約４００億円の伸び幅を上積みするよう求める方針だが、財務省側は拒否する見通し。

防衛関係費をめぐっては、公明党の斉藤鉄夫幹事長代行が２２日、甘利明経済再生担当相との会談で
「安心、安全のために必要な予算を確保するのは当然だが、突出して伸びることについては国民としっかり議論すべきではないか」と指摘しており、

また区間ごとに各チーム１人の選手が競うために各人の責任が明確で、

寒空の下の選手たちのひたむきな姿勢と闘争心には感銘を受けた。

昨年１９位ながら総合優勝を果たした日体大は、
先頭でたすきを渡す選手の顔が皆笑顔であったのが印象に残った。

彼らはプレッシャーに押されるのではなく精神的な高揚を良い成績に結びつけたのだろう。
一方、２位でたすきを渡す東洋大の選手の顔からは、
追いつかなければならないプレッシャーからか笑顔が消えていた。
２位では不満な大学もあるのだ。

１８世紀のスイスの数学者、ベルヌーイはこれを効用（満足度）という概念で説明し
た。各駅伝参加校はそれぞれが自己の戦力を分析し、各自の満足できる目標に向けてで
きる限りの激しい練習をしてくる。

優勝のための練習とシード権確保のための練習の厳しさが同じだとは言わないが、
その大変さに違いはない。公平な競争は多様な参加者を産み出す。
誰もが優勝を目指しているわけではないのだ。

ハーバード大学の歴史学教授、アンドルー・ゴードンの書いた近現代史

中国の機嫌を損ねたら13億人の市場を失って日本は大打撃を受ける──という説がまかり通っている。
だが、実は日本が受ける経済的な打撃は軽微であり、
本当に困るのは中国のほうだと経済評論家の三橋貴明氏は指摘する。

2011年末の日中両国の輸出依存度（純輸出のGDPに占める割合）を見てみよう。

日本：14％
中国：26％

ちなみにアメリカは10％、韓国は50％である。日本は貿易立国と言われるが、
実際には内需大国だ。韓国は貿易が滞ればたちまち国が干上がるが、日本はそうではない。
中国のほうがよほど貿易に依存している。

さらに日本の対中輸出（香港を除く）はGDPの2.76％である。貿易収支で見れば、0.38％の貿易赤字である。
中国と貿易をやめれば、貿易赤字がそのぶん減り、GDPが逆に増える。

もっとも香港を含めた貿易収支は0.33％の黒字なので、そのぶんが消えると見たほうが正確かもしれない。

もちろんそれは経済に良い影響は与えない。金額も小さくはないが、
少なくとも国家の未来を左右するような外交や安全保障の足かせになるものではない。

それがなくなれば国が滅ぶということでもない以上、経済、ビジネスは安全保障より優先されるべきではない。
国の主権が守られるから商売も可能となるのだ。

にもかかわらず、特定の企業の利益を代弁する者がミクロなビジネスの成功のために、
国民国家のマクロな国益を犠牲にしようとする動きが実際にある。そのような政治を歪める行為は非常に問題だ。
